Gaining IGO memberships is therefore an important foreign policy goal for states and constitutes an even greater source of interest for diplomatically isolated states such as Taiwan. IGOs are significant as tools with which Taiwan can pursue its interests and as arenas in which the island can conduct foreign relations with countries with whom it does not have diplomatic ties. Moreover, international memberships imply some form of recognition and can contribute to a state’s international legal sovereignty (Krasner 1999).
